The full expansion process has three steps. The first step is choosing a leading institution that has the men who have the potential to build a leading chapter. The next step is colonization—where Pi Kappa Phi recruitment experts arrive on campus to assemble the initial group of men, or founding fathers, who will form the Associate Chapter. The final step, and most crucial, is the development of the Associate Chapter into a solid, active, chartered chapter of the fraternity.
